Concerns on Gas Hot Water Heater Problems

I had my house checked for natural gas leaks. The tech said the problem might be my water heater. He said first thing in the morning to feel the hot water outlet on the top of my water heater and if it was warm there was probably a problem with my water heater. Anybody know what he’s talking about’ There aren’t any obvious leaks so I don’t want to pay a plumber if I don’t have to.
